Many people often complain about the noise, fanboism and bullying on the Web today but seldom realize that this is in consequence to hyper-inclusive internet and ubiquitous connectivity.
Noise, I believe, is directly proportional to the size of audience and allowing them to participate in a conversation without even logging them in (revealing their identity) makes things even worse.
Manageable conversations, IMHO, need fewer participants, narrower contexts and strong culture that preserves the sanctity and purpose of the community. Platforms such as Talkonomy and Reddit thrive on this necessity.
While different platforms cater to different cultures, Talkonomy encourages intellectual conversations by enforcing strong identity and instituting a reputation system, Topic/Post/Comment hierarchy, structured expression, etc.

'Trolling' is a side effect and directly proportional to the product of popularity of a certain blog and the brand value of the topic. One would hardly find any trollers in a topic of doubtful brand value like for example, artificial retina for the blind. Brands, like celebrities, elicit emotions among their supporters (fanboys). Talkonomy does a great job at putting trolling at a minimum by offering multitude of topics for discussion and also enforcing traceability to the commenter.

IMO, trolling and fanboism are often encountered when a particular subject is received emotionally than objectively by the audience. For example, Apple or Android fanboys often react the way they do only because the object of comparison/discussion is what they identify themselves with. That may be the reason why there is little substance if any in such arguments.
